This is a WebTV tag.
"The WebTV interface defines the<sidebar>tag to set up an area, called the sidebar, on the left side of the screen. Viewers can use the arrow buttons on the remote control to move between selectable items in the sidebar and items in the content area.The sidebar doesn't scroll with the rest of the content of a web page.
All HTML tags within the
<sidebar>...</sidebar>tags will be rendered in the sidebar area. The<sidebar>...</sidebar>pair should be placed outside the body of the web page, between definitions for the head and the body. Other tags within the a web page display in the content area, to the right of the sidebar. Note that only the first<sidebar>tag in the page is respected. Additional<sidebar>tags are ignored, and their content will be rendered as part of the content area.Although the
<sidebar>tag will be ignored by other browsers, the content defined within the<sidebar>... </sidebar>pair will not be ignored. The sidebar content will be displayed in other browsers at the top of the body of the web page.Many times, sidebars in the WebTV interface have a colored background. To provide a colored background for your web page, create a table the same size as the sidebar and set the
bgcolorattribute for that table."
