The HTML element identifies the file as containing HTML elements. Only HEAD, BODY, FRAMESET and COMMENTS should be between the HTML start and stop tags.
A document type declaration can be placed at the start of an HTML document (before the opening HTML tag) which identifies it as a document conforming to a particular version and level of HTML. I.e. <!DOCTYPE HTML PUBLIC "-//IETF//DTD HTML LEVEL 0//EN">
The MSIE 3.0 DTD lists four main attributes with <HTML>. Some can be rationalized but others cannot. For that reason, they are not included here. It is possible that they were included in error.

presents the version of HTML that is used in the page. The VERSION attribute was introduced in RFC 1866. When using <!doctype>, this information is duplicated unnecessarily.
MSIE 3.0 DTD possibly includes the "version=" attribute. However, its inclusion is sufficiently cryptic as to be uncertain.
