This establishes a "default" URL for the site. It is placed into the browser's memory and all links that do not specify a complete path are computed relative to the "default" established by the <base> tag. If you chose not to use the <base> tag, my experience has been that this is the normal way that the browser acts anyway. Experimentation in order.
