"This is a non-scrolling area on the screen which could, for example, contain a navigation menu, company logo or other information which should always be visible. Banners may contain any markup which is allowed inside the normal document body. This tag is specified directly using the <BANNER> element as the first element inside the document body.
See also the <LINK> tag, since it too incorporates a "banner" capability as an attribute.

The banner is supposed to be static - like a frame with a subordinate window that the text scrolls in. The above may display on your page but it will not scroll properly. I found the syntax in the original HTML 3.0 examples. Dianne Gorman tested it with UdiWWW and found it worked properly. However, I cannot find any other browser that does more than just display the content of the banner.
